• Director, National Office of Legal Services, OEO, Executive office of the President, with 130-150 employees, including 35-40 attorneys.  Worked with White House, U.S. Congress, and Governors.  Key role in passage of legislation creating the Legal Services Corporation (SES position).
   
• Associate General Counsel -- OEO and the Community Services Administration Administrative law and agency practice, had lead advisory role with U.S. Justice.  Also chief agency trial lawyer, Special Counsel, Labor Relations, handled or supervised all EEOC complaints, agency appeals for management contract arbitration.  Involved with legislation to create Community Service Administration.  Legislative Assistant/Counsel -- U.S. Congress (see below).
